The Senior Officer Strategic Procurement supports the management of day-to-day operational procurement activities including issuing purchase orders, payment certificates, agreements, call-offs/releases, and variation orders. The role is responsible for procurement performance management, conducting tenders and variations, resolving disputes with vendors and external parties, and contributing to supplier relationship management.



Responsibilities



Manage day-to-day procurement activities such as tenders, purchase orders, payment certificates, agreements, and variation orders. Implement purchases across technical and general services categories through POs and framework/partnership/blanket agreements to ensure continuity of services, optimize costs, and streamline processes. Conduct spend analysis (historic, TCO, EOQ), market analysis, and apply commercial models (portfolio models, SWOT, 5 Forces, etc.) for assigned categories. Conduct bidder prequalification and prepare tender documents. Ensure timely issuance of tenders in line with Abu Dhabi Airports' guidelines, standards, and policies. Prepare draft tenders/contracts, coordinate stakeholder feedback, and finalize documents with legal and cross-functional teams. Manage tender processes including issuing to bidders, correspondence with stakeholders, opening of bids, compliance review, and capturing deviations. Ensure technical and commercial evaluations are completed, and facilitate clarifications with bidders. Prepare negotiation plans and conduct commercial negotiations with the Category Manager. Draft award presentations summarizing tender outcomes and recommendations; obtain required approvals. Independently execute purchase orders, agreements, call-offs, addendums, and related documents; ensure commitments are expedited to meet delivery targets. Participate in resolving disputes with vendors and addressing internal complaints as part of supplier relationship management. Maintain accurate purchase, pricing, and procurement records. Update procurement dashboards to reflect progress and ensure stakeholders' follow-up. Maintain auditable documentation, records, and files for compliance purposes. Ensure adherence to procurement performance measurements (SLAs, KPIs, etc.) with stakeholders. Manage the P2P cycle in compliance with procurement policies and procedures, ensuring materials/services meet quality standards. Perform any other duties as assigned by the reporting manager.

Education and Qualifications



Bachelor's degree in Civil Engineering or IT MCIPS or equivalent certification.

Experience



Minimum 5 years in Construction and IT Category Management/Strategic Procurement. Experience in procurement best practices and category management. In-depth knowledge of procurement principles, processes, and tools. Proven negotiation experience in commercial and contractual matters. Ability to manage relationships with senior stakeholders and influence at all organizational levels. Experience working in fast-paced, dynamic environments. Aviation industry or similar sector experience in assigned categories/spend/revenue. Strong analytical and problem-solving skills, with ability to manage complex/ambiguous situations. * Proficiency in Microsoft Office products and ERP/sourcing systems.
